Auto entrepreneur status in Tunisia

The recently launched “Auto Entrepreneur” status, based on the 2020 decree, offers a streamlined pathway for individuals aiming to establish small businesses or freelance careers.

This framework simplifies registration, taxation, and social security processes, making it an attractive option for many aspiring entrepreneurs. We have prepared an in-depth look at the key aspects of this status.

Eligibility Criteria

To qualify as an auto entrepreneur in Tunisia, you must meet the following conditions:

  • Nationality: Must be a Tunisian citizen.
  • Business Activity: Engage in activities within the industrial, agricultural, commercial, services, artisanal, or trade sectors.
  • Annual Revenue: Your gross annual turnover should not exceed 75,000 Tunisian Dinars.
  • Prior Registration: You should not have an existing tax declaration filed before June 10, 2020.

Registration Process

  1. Application Submission: Get a Mobile ID, then complete an electronic application via the National Register of Auto Entrepreneurs or submit a paper form available at employment offices, tax offices, or the National Social Security Fund (CNSS). You’ll just need to pay a fee of 10 Dinars.
  2. Issuance of Auto Entrepreneur Card: Upon approval, you’ll receive a “Carte de l’Auto-Entrepreneur,” valid for three years and renewable.

Taxation and Social Contributions

Auto entrepreneurs benefit from a simplified tax and social contribution system:

  • Income Tax: 0.5% of your annual turnover.
  • A simple and affordable tax system: A fixed amount per year based on location (200 TND in urban areas and 100 TND elsewhere) valid as long as you keep your status. The first year upon registration is tax-free.
  • Social Security Contribution: 7.5% calculated on two-thirds of the Guaranteed Minimum Agricultural Wage (SMAG) or the Guaranteed Minimum Industrial Wage (SMIG), depending on your activity sector.

For example, if the SMIG is 400 TND per month, two-thirds would be approximately 267 TND. The monthly social security contribution would then be 7.5% of 267 TND, equating to about 20 TND per month.

  • Simplified Procedures: Streamlined registration and reduced administrative burdens.
  • Tax Benefits: Lower tax rates and exemption from Value Added Tax (VAT).
  • Social Security Access: Eligibility for health coverage and retirement benefits through CNSS.
  • Cost-Effective: Minimal startup costs and lower ongoing expenses.

Considerations

  • Revenue Cap: Exceeding the 75,000 TND annual turnover limit necessitates transitioning to a different business structure.
  • Activity Restrictions: Certain professions may not qualify under this status; it’s essential to verify eligibility.
  • Record-Keeping: Maintain accurate records of income and expenses to ensure compliance.
